  17. suspected of triggering deformity and disease. An expert panel
  18. recommended in February that their use be restricted, and FDA
  19. Commissioner David Kessler now agrees. Only women whose implants
  20. are leaking and need replacement or who need reconstructive
  21. surgery will get them.
